It;s the same reason why we don't legalize drugs like heroin, and why we punish drivers and passengers if they don't buckle up during a ride. In this case, society has accepted these laws because the individual has a moral obligation to preserve his or her own life, and because failure to do so affects the people around him/her as well.
It can also be said that we are at war - a war against STIs. During a time of war, the collective good supercedes individual choice.
