I know of the travel routes you talked about but the concern is that the situation is very unpredictable as you will have to waste a lot of time and money and may come out fruitless.
I believe bro sohbuckkong ever made all his way from Tachilek and was told by authorities the furthest that he can travel is to Kengtung and was refused to proceed furthur to Mongla due to skirmishes.
My conclusion is that the best and more predictable/time saving method to enter Shan State is via Yunnan, China.
