Condoms do not protect against Herpes because the virus is transmitted via skin to skin contact in areas which are not covered by the condom eg the base of the shaft of the penis and the scrotum.
Of course using a condom is a must because it provides excellent protection against HIV and Gonorrhea but when it comes to other STDs the protection level varies. Condoms do not prevent the Herpes and Wart virus from being transmitted.
