Yes, you are right that it is a 4 storey apartment block. Just go upstairs and you'll find it on the second floor. Good luck and hope you find what you are looking for.

If you still find yourself lost, try calling the house when you reach the area where you saw the sign board, maybe someone can direct you from there. The number is 6744-9916.
