Q31:   As an LTVP+ holder, can I set up a business by applying for an LOC?A31:  No, the LOC is not meant for LTVP+ holders to set up his or her own business.  It is for him or her to be working as an employee for a locally-registered company in Singapore.

think 2 yrs is a long time since you last met her...she may not had told you the truth and she may had blacklisted by ICA...this is my personal opinion...no harm to submit another visa application...

There was a case where my PRC colleague's cousin just finished her university and wanted to come over for a visit as she had never been to Singapore. However her application for a visa kept getting rejected....... my colleague kept pestering the ICA for the reason to reject his cousin's application and finally he had an answer from them. Apparently on their records she was arrested and deported from Singapore a couple of years ago but since it was impossible as she had never been overseas to this part of the world, my colleague hired a PI to look into the matter.

They were shocked at the PI's finding. He managed to get a photocopy of the "arrested PRC" passport and the name on it was his cousin's but the photograph was that of his aunt. Apparently his cousin's mother had used his cousin's passport with her own photo to come to Singapore and was caught, deported and blacklisted.

haha...many possibilities for black listings....you had just stated one possible way...

used to know a prc girl in 2004...she went home and did another passport by using one of cousin ID and name but her photos....ultimately she was caught and finger printed...she was barred from entering singapore even with new passport...

Since the normal route of applying for a ViSA fails. You have to submit an appeal letter over the counter ......

You can write an appeal letter and drop it over the counter or drop it in their letters/documents drop off counter if you don't have the time to meet with the officer.
