I been to Mui Ne, Phan Thiet once in 2013...

Not so nice beach becos I compare to Nha Trang, Danang,Hoi An...just a street line with hotels and resorts...

Been there with gal so never go cheong...heard need to travel 30 mins to Phan Thiet town if you keen to explore...

Saigon waiter arrested for swiping $26,400 from Japanese customer

He allegedly stole the businessman's credit card details and went on a spending spree back in 2015.

A Vietnamese man was arrested on Wednesday for allegedly stealing VND600 million ($26,400) from a Japanese customer’s bank account after copying his credit card details when he was paying for a meal in 2015.

Nguyen Hoang Duc Nha, 27, is facing charges of property appropriation.

An investigation found that Nha then used the credit card details of Japanese businessman Wada Yoshiyuki to pay for dozens of online transactions over the next five months. Most of the money was spent on movie tickets, cellphones and online card games.

The Japanese man only noticed that money was going missing from his account in early 2016, and reported it to Vietnamese police.

Vietnam has been trying to switch from cash to cards in recent years, but the convenient payment method is not always secure.

In August last year, an Australian tourist was charged $30,360 for a dinner that cost less than $1,000 at a restaurant in Saigon.

An investigation found that the restaurant’s manager had instructed a staff member to lie about a glitch in the system and ask for a second card from the tourist before swiping them both multiple times.

The manager allegedly withdrew all the extra money from a bank later. He was arrested last June on appropriation charges.

Fantastic, this jap took almost 1 year to realised somebody was using his credit card many times over the 1 year period thats the problem with people that are super rich, they seldom bother to check their accounts as they have more than what they can spend......

(Food is dirt cheap in VN. As a foriegner, you can get 3 meals a day free at any district in Saigon until your money comes or your paper clears. Asking for money is dumb and stupid.)

Following Zurich and Rome, Saigon wants to tax overnight tourists

The city wants to establish its own tourism development fund by charging visitors $1 per night.

Saigon’s tourism department has asked the city’s government to approve a tourism tax of $1 per night for all visitors using accommodation in the city, a move that would mirror a simlar fee imposed in some top European destinations.

The proposal was filed last month but only revealed to local media on Wednesday.

The department said the new charge for overnight tourists would provide the city with more funds for promotional campaigns and staff training.

Tourism officials said the request follows the revised Tourism Law which will take force next January and includes a new national tourism development fund that will draw cash from the state budget, visa fees and entrance tickets.

They said Saigon should have a similar fund of its own.

However, the city’s proposal is at odds with the national law because the latter has rejected the tourism ministry’s proposal to collect an extra fee from foreign tourists who stay in local hotels. Lawmakers argued that there are no legal grounds to impose a surcharge on foreigners, while industry insiders described the proposed fee as “discriminatory”.

Saigon’s proposal has at least avoided the discrimination label by not specifying any nationality just yet.

To back up its proposal, the tourism department also pointed to long-standing tourist taxes in Italy and Switzerland.

Many cities in Europe have been charging overnight visitors a certain fee, which is usually included in the final hotel bill. Rome charges up to 7 euros ($8.3) a night while Zürich and other Swiss cities charge nearly $3 on average.

Tourists visiting Amsterdam are currently taxed 5 percent of their room rate, but the city has plans to increase the charge to a fixed amount of 10 euros ($12) plus a percentage of the hotel bill. The city’s councilors said they want to squeeze out low-spending tourists and reclaim the city for its residents, The Guardian reported.

Closer to Vietnam, Malaysia also decided to impose a tax of RM10 ($2.37) per night last summer for all foreign tourists, a move that has sparked concerns about drawing tourists to more remote states such as Sabah and Sarawak.

Similar concerns have not been voiced over the proposal for Saigon, but some people have said that the fee would certainly hit arrivals to the city, which has been hailed one of the best places in the region for budget travelers.

Saigon is among the top tourist attractions in Vietnam, being home to many historical sites and the country's most vibrant commercial center.

The southern megacity drew 5.2 million foreign visitors and 21.8 million Vietnamese last year, both up 10 percent from the year before. Its tourism sector raked in VND103 trillion ($4.5 billion) that same year, a 9 percent increase against 2015, according to the city’s figures.

Water to be cut in four Saigon districts this weekend

Upgrade work to water pipes is scheduled to take place overnight on Saturday.

Many residents in districts 1, 3, 10 and 11 in Ho Chi Minh City will be without water on Saturday night while upgrade work is being carried out on pipes running beneath Pasteur, Tran Quoc Toan and Hai Ba Trung.

Districts 3 and 10 will be completely cut off, while Nguyen Cu Trinh, Pham Ngu Lao, Ben Thanh, Tan Dinh and Da Kao wards in District 1, and wards 4, 6, 7, 11, 12, 13, 14 and 15 in District 11, will all be affected.

The Saigon Water Corporation (Sawaco), the city’s main water supplier, said the water will be cut from 9 p.m. until 5 a.m.

Several other parts of the city will suffer water shortages or cloudy water before a normal service is resumed.

“We will do our best to have the water back on in residential areas as soon as possible, and we ask for your patience,” the company said.

Another way of taxation so they can have more funds to spend, after that will be tax for using their transportation in the city so they can have money to build more flyovers to ease congestion

Ho Chi Minh City transport infrastructure lags behind population growth

Over eight million personal vehicles are straining Vietnam’s biggest city to the limit

As overpopulation remains a major issue in Ho Chi Minh City, the sluggish development of its transport infrastructure makes moving around a nightmare for city dwellers.

According to the Ho Chi Minh City Department of Transport, as of 2016 the city had only had 1.93 kilometers of road per square kilometer of land.

That number is around six times lower than what is required by Vietnam’s national construction standards, which is 10-13.3km/km2.

The southern metropolis currently spares just under 7,500ha, or 3.58 percent, of its total area for the development of transport infrastructure, while urban planners put the ideal number down to over 22,300ha.

Considering only construction land, this proportion still sits at 8.23 percent compared to the planned 22.3 percent.

Meanwhile, over 70 percent of roadways in Ho Chi Minh City measure under seven meters in width, posing a challenge for the development of public transport.

Buses and taxis currently meet only 9.3 percent of the city’s massive commuting needs, while key projects to develop the first bus rapid transit (BRT) and metro line have either been scrapped completely or slowed down due to capital allocation issues.

With such an underdeveloped transport system, the bustling city is constantly strained to its limit by a massive and increasing number of personal vehicles.

As of June 15, there were 7.4 million motorbikes and over 652,000 cars registered in the city, up 5.6 percent from 2016.

Most of the city’s lifeline roads suffer from different degrees of congestion during morning and afternoon rush hours, as the average speed of automobiles measured on these streets is only 22 kilometers per hour, according to statistics on the city’s traffic portal.

A plan announced last year by the municipal People’s Committee to increase the city’s proportion of transport land over construction land to 12.2 percent by 2020, with public transport meeting 15-20 percent of the commuting needs, is looking more and more far-fetched.




According to Bui Xuan Cuong, director of the municipal Department of Transport, one of the major hurdles between the city and that goal is the VND162 trillion (US$7.14 billion) needed to develop 32 pending key transport projects.

Meanwhile, a master plan of transport infrastructure until 2025 includes 203 projects with a total development capital of VND553.88 trillion ($24.4 billion), of which the city is currently only able to afford 31.8 percent, according to Tran Viet Thang, an urban planning expert from the Vietnam National University-Ho Chi Minh City.

These projects include elevated highways connecting its key areas, a belt road to help reroute traffic away from the city center, and a smart control center to monitor citywide traffic.

The People’s Committee of Ho Chi Minh City has sought the central government’s permission for more special mechanisms to speed up its development of transport infrastructure, including the ability to appoint contractors and impose heavier fines on those responsible for delays to land clearance and resettlement plans.

A video posted on Facebook on Saturday shows a taxi driver in downtown Saigon kicking and pushing a foreign customer in what appears to be an argument about the ride fare.

Thats one of the main reason why a lot of people are turning to Grab or Uber as the fares are known upfront, of cos other than the lower fares.... for newbies to Vietnam is the best cos they dun have to worry how to pronounce the road names or get the address wrong while trying to show to the taxi driver at the beginning
